I have a Samsung Note N8000. it is stuck in the "downloading, do not turn off target" mode. But before it started this, it was factory reset, so has had all wifi connections wiped, and the SIM card slot is damaged. How do I get it out of this loop?

Welcome to Android Central! On the Note 10.1, you get into Download Mode (aka Odin Mode) by powering on with the Power and Vol Down buttons pressed together. You can force a shutdown out of Download Mode by pressing and holding Power and Vol Down for about 20 seconds -- this is safe, as long as the tablet isn't connected via USB to a PC and actively downloading a firmware file for installation.

If the tablet keeps booting into Download Mode, then it's possible the Vol Down button is broken, and stuck in a pressed state. That would mean any time you tried to power on, it thinks you're actually trying to boot into Download Mode. You'd have to bring the tablet to a repair shop to fix that.
