On my Android phone on the top there is a half circle with a plus sign in it what does that mean

In the toolbar there is a half circle with a plus sign what does this mean on my Galaxy J-3 Android phone

The data saver icon is a + sign with a 3/4 circle, is that possibly it? The setting should be in your quick settings panel but if it's not it should be in the section of settings where you manage network connections.
