How to find out which App is changing my media volume?

My device is Samsung Note 5.

Every time I put the volume on '0' level... But, moments later I check it the media Volume is turned to the highest setting.

I don't know which app is changing the volume (I have disabled 'Change System Settings' for the apps listed there)...

How to know which app is changing and why isn't there a permission or other means to restrict it...

When I open Whatsapp/FB etc.. If the vids play at high volume and that is really annoying...

I even installed 'App Volume Control'... But, the thing is it doesn't provide a 'Turn off volume for all' or something...

I really want to identify the App that changes my volume and uninstall it or restrict it if possible... No app should have rights to change my vol settings without my permission...

I am disappointed that 'Android' did not provide an option to limit apps from changing vol without permission...

Can someone please help...
