Chargers don't exactly 'cut off', but the battery no longer accepts the charge entered, allowing it to follow the path of least resistance, resulting in what people call Vampire usage. You would think they would build in battery optimization like Tesla, but then they wouldn't sell as many phones and batteries. It shortens battery life but otherwise not to worry.

The charger (that's in the phone itself - the thing you plug in is just a source of power) cuts off the charge at 100% - but stays active so that when the battery drops down to about 98%, the charger tops it off for a few minutes, until it reaches 100% again. This keeps going as long as the power is plugged into the phone and the phone is turned on. (If the phone is turned off it could take a week to self-discharge to 98%.) But it leads to longer battery life (not time between charges) if you stop charging at about 90% (and start charging at about 40% - see AccuBattery if you want the most life out of your battery).
