    Why is gboard telling me that it can collect my credit card numbers and my passwords why is that

    So it can autofill when you purchase something online using your credit card... You can deny that permission if you wish.

    Also, because you use it to type those stuff. Keyboards are supposed to remember the words you type so it can learn your habits and make accurate predictions. I remember the early days when SwiftKey still did not have my native language, I still used it and it learned to properly predict sentences in my language. Normally keyboards turn off the save words to dictionary for passwords if it detects you are typing in a password field or credit card field. Notice how it can't predict words in the password field on websites for example. However this detection isn't 100% accurate, and some fields aren't detected properly hence the keyboard could possibly save yoir password or credit card data.
