    I manage my contacts on my computer in Outlook. I have a Samsung S4 mini which is set up to sync with Microsoft exchange so my contacts and calendar are always in sync. However if Roaming is off or not available I can only see contacts saved to 'device'. How do I copy contacts that are showing in Microsoft exchange to my device ?

    Either the contacts are synchronized and you need a data connection to manage the Exchange contacts on the phone, or they're copied and you can't manage them, you can only see them. (And don't save contacts as Device contacts, save them as Google contacts. They'll still be on the phone, but if anything happens to the phone, they're still backed up in the cloud.)
