My phone suddenly decided it would not charge unless it is turned off and using a portable charger pack. I have tested the charging cable and tried different ones.
It doesn't seem like a good idea to only use the portable charger. Any suggestions?

Welcome to Android Central! Does the lightning bolt appear in the battery icon, but the charge just doesn't go up? Or does the lightning bolt not even show up?
The lightning bolt doesn't show up at all. If I use a wall charger while it's turned off, it indicates that it is charging but the battery % goes down.
When it's plugged into a wall outlet, does it say Charging on AC or Charging on USB on the lockscreen? Have you already tried using different charging cables/plugs?
It only shows the battery and the percentage. I have tried 4 different cables. The main cable I used worked the night before.
There could be a problem with the charging port. Use a can of compressed air to blow it out, in case there's some debris in there.
download an app called ampre. it will tell you the amps your charger is putting out. also tells you your phones discharge rate. lower than 500mah is not very good. your screen takes about 3-400 mAh of power so always add that to whatever #it shows. at least with this you will know if your charger is putting the power out. if so, then it's your phone
