Why do I get an ANR dialog on unopened apps?

"google playstore not responding"
It shouldn't even be open I'm not buying anything

"Google maps not responding"
I'm not using google maps

The apps are CLOSED (or should be) They shouldn't be responding to anything. Why am I interrupted with an annoying dialog/faux error message?

They probably have processes that other apps are calling, or have called in the past. Android philosophy is that no app should take more than 1 second to open, so a lot of apps stay in RAM even if you're not using them, because another app you're using calls a process in that app under some conditions, and if the app you're not using crashes in the right way, you'll get a toast or even a notification.
