    If the phone is locked on emergency calls it's one of three situations:

    1. The lock screen is locked (and you just have to remember the unlock password, PIN or pattern). there's no way to "get around" that.

    2. There's no SIM card in the phone. You'll have to get an account (which will provide you with a SIM card).

    3. The phone has been blacklisted. You'll have to bring it to the carrier with identification proving that the account is yours (if it's someone else's, like a parent, they have to be there with identification proving that it's theirs) and have it removed from the list.
