    Computer? Yes, you can use a file manager (I like Solid Explorer, I would avoid ES File Explorer) and bluetooth to share the file to the computer.
    TV? I suppose that depends on the TV and what you mean by "share". Most TVs don't have storage so you'd be looking at casting media to the screen, if supported by the TV.

    If it's a Samsung TV, Samsung phones can cast to them - the "app" is baked into the system. For other TVs, you can use Chromecast if the TV has a spare HDMI input.
