I uninstalled a ringtone I thought was causing problems, but it it still assigned to one friend. How do I get rid of it for good?

Welcome to Android Central! Can you just reassign a different ringtone for that contact?

You got rid of the ringtone - not when that friend calls you'll get no ringtone - unless you change it for that friend.

The issue might be that the OP had a ringtone app that installed a ringtone into the system directory, and once the app was uninstalled, the ringtone remained. I'm speculating here, because I don't use ringtone apps (so I don't know for sure if they're able to install ringtones to the system directory).
