How do you change specific contacts text message notifications

You can't, not like you used to anyway. One way to do it would be to use a 3rd-party messaging app that allows setting a tome on a per-conversation basis. I use Hangouts, but that's not an option for you as it doesn't support SMS for any carrier except Project Fi.
