my system settings won't let me access apps

why can I only access certain things in my system settings to modify?

My permissions for certain system settings are no longer accessible to me.
 
can't modify system settings?

I no longer have the ability to blow background data or stop permissions on certain apps.
 
You can't stop permissions - apps need permissions for whatever it is that the particular app does.

Background data depends on the version of Android you're running. Go to Settings, then type data usage into the search box. Restricting background data will be in there.

Another thread merged...three in all, with one duplicate deleted. They seem to me to be from the same poster. If so, it has certainly caused confusion and an overall messy thread, but that's only to be expected.
 
But you cleaned it up by merging them. Thanks. (If only we could clear the Ask a Question post list it would be even nicer, but I don't expect a system admin to be doing that on all our boards unless he has no life.)
