Can't take off the incoming calls flashing around my screen

Everytime some one call me
Can't answer the phone Cuz.appears the lights flashing around my screen. I went to all my apps. And there's not app that does that

Most deleted their flashlight app to solve the problem. I do not have a flashlight app and do not know what app is causing the problem on my phone. Any ideas?
