Where does photo go when I tap upload?

When I take a picture on my pixel, there's an image of a cloud with a arrow pointing upward. When I click it it says uploading. But I don't know where it goes. I have backup and sync off, and even if I don't click the cloud icon I can still see the pictures in my Google account on my computer.
 
Why does phone gigabyte decrease when I take a picture?

When I take a picture on my pixel phone it uses up memory space on my phone. But I can see that picture in my Gmail on the computer. So if that picture is saved on my phone but it's also saved on the Google servers, why does that picture take up space on my phone's memory if it's saved on the Google servers so that I can see it on my computer?

Welcome to the forums.

It's saving the original on your phone, and it's only a copy being uploaded to the cloud. I'm not aware if any apps will save a photo direct to the cloud, which would be problematic should you not have data access when taking the picture.

Welcome to Android Central! Once your photo is safely backed up to the cloud, you can always open the Google Photos app, swipe in from the left, and tap the Free Up Space option. It can figure out which photos are backed up and delete the locally saved copies.
 
Welcome to Android Central! Are you seeing the cloud icon in the Google Photos app? If so, it's uploading to your Google Photos in the cloud. If you go to photos.google.com on your computer browser, you'll find your backed up photos there.
 
Backup and sync off. Photos still uploading to Cloud

When I go to the photos app on my pixel, backup and sync is grade and turned off. It when I go to my Gmail the pictures I took from my phone is immediately available to be seen on my computer. How is this possible if backup and sync is off and how can I stop this from happening if possible thank you
