I use internet browser in my Samsung Galaxy note 4 to download. After the download starts, there is a notif in the bar on how many percentage it has download. So I exit my browser and open another app.

When I check on the notification bar, it says "Waiting to download." So I must press the notif in the notif bar, press pause and resume again for it to continue downloading. AND I have to keep opening the internet browser for the file to continue downloading.

I am using Wi-Fi, and I turned off the "Restrict background data" which shouldn't be a problem in the first place for I did not use Mobile Data.

Which web browser app are you using?

When you "exit" an app using the "back" button, this often stops all activity for that app, in general.

Instead of using the "back" button, use the "home" button (circle?) to leave the browser still running in the background and then open the new app in the foreground.
