Why has phone started going through app optimization process on each reboot? How can I fix this?

Whenever I reboot my phone (usually after battery swap), I get a message saying "Optimizing app 1 of 1" and I'm forced to wait 5 or so minutes before it's usable. What's going on? How can I fix this?

I've been seeing a number of threads mentioning that this could be due to the Zedge app. Uninstall it, if you have it on your phone.
