clock & weather widget issue

clock & weather widget disappeared. I tried to add it back (pressing and holding on the home screen to access the widgets; scrolled over to the widget, etc.) but when I try to add it to the home page (or any of the other pages) it says "the widget has already been added to the home screen" ...but it ain' there!!! I reset the phone back to factory settings but that did not fix the issue.

The reason to try Safe Mode is to see if one of your 3rd party apps might be the cause. It's a straightforward thing to do -- let us know if it helps or not.
 
well...I tried the above directions for safe mode and now my phone is just stuck on a screen that displays the android character/robot and the message "Downloading...Do not turn off target!!" It's been like that for 10 minutes now.
 
You have to release the power button before hitting the Volume Down button. Hold the power button down until the phone starts again, then try going into safe mode.

(I assume you checked all your homescreens. There's usually more than one. If you moved the widget to another homescreen it would seem as if it had disappeared. If you don't know how, hust swipt the homescreen to the left and/or right until you've seen them all. To move the widget back, long-press it, then move it to the edge of the screen and the next homescreen in that direction should slide in.)
 
Rukbat hit it exactly. I looked and the weather widget was on a third page the phone populated by itself that I had no idea was there. Just moved it to the home page.
