He only wants to use it for phone calls and SMS messages, so he has mobile data and Wi-Fi data turned off. His phone plan doesn't have a a mobile data component, so if he ever uses it, he is charged heavily for it. Occasionally he turns Wi-Fi data on, but has never turned mobile data on.
Last week his account was charged for 50MB of mobile data. Looking at his data usage history for that period, 50.44MB is attributed to Google Services. On further investigation 48.47MB is attributed to Miscellaneous background.
How do I stop his phone from bypassing the "Don't use mobile data" option?
