Why has some of my casting functionality disappeared?

I first noticed yesterday, when attempting to cast from NBC Sports to the 2nd Gen Chromecast plugged in to my TV, that the cast icon had disappeared altogether. I thought maybe it was something to do with the program I was attempting to view, or the time, or some weird blackout thing. Today, I noticed the same thing in my ESPN app. Also, may or may not be related, but the FSGo app starts up for about 3 seconds (showing the "warming up" screen) then disappears. Still running in the background, but never able to get anything beyond the warming up screen.

Yes, I've tried turning it off and on again. Ditto for un- and reinstalling the problematic apps.

I'm starting to wonder if this is related to a problem in the Weather Underground app. On the main page in that app, where it would normally display a weather map, it says "Play Services is currently updating" even though it's not. Same for when I attempt to view the full-screen weather maps.

What's even weirder is that Plex is still able to cast just fine, both to the aforementioned Chromecast, as well as to both Home Minis I've got in the house. Google Maps works just fine. No pending updates in the Play app at the moment, and it's updated apps at least once a day while charging as per normal. The Home app still allows me to cast my screen. My wife's Android phone's (different model) ESPN app still shows the cast icon like normal.
