Had to replace broken phone now no voicemail nitifications

Contact your carrier - voicemail is something they run on their server. (And if there turns out to be something wrong with the phone ["refurb" doesn't mean rebuilt and tested, it means "looks okay"], the carrier customer service can also order you another replacement.)
