Which phone? Is this a new phone, or a new problem on an old phone? Did you purchase the phone from your mobile carrier?
If you're able to send and receive WhatsApp messages, then you have an active internet connection (WhatsApp doesn't send messages over your carrier's SMS network - it uses the internet, so it wouldn't work otherwise).
Check your APN settings and ensure that they're compatible with your mobile carrier.
