Such a thing doesn't exist. If a battery is damaged or draining faster than it should, it needs to be replaced. They only have a finite amount of life in them, and there is no magic bullet to fix them.

There are some things you can do to help prolong a battery's capacity. I.e. Turning off location services, Bluetooth, dimming the screen, and sometimes even clearing the system cache. Those changes simply mean you'll draw less power, and still won't fix a bad battery.

Be weary of any app that claims to speed up your phone, increases battery life, or (worst of all) free up memory. They often work against how Android is designed and ment to work. Using them would do nothing at best, and increase battery usage at worse.

The AccuBattery app is a handy monitoring app to get an estimate of its overall health. It does not make any changes to the system/apps, and gives you some guidance on best charging habits to prolong the life you do have left.
