Every app constantly running (when battery optimizr)

When I try to optimize my battery (using dfndr apps, as well as others), EVERY app I have installed is apparently using up battery. And after the app closes them all, I can run the optimization again and the exact same thing happens. Virus?

Welcome to Android Central! Android prefers to keep RAM mostly full, and will therefore automatically open certain apps, even if you haven't opened them yourself. "RAM booster" apps do the exact opposite of what the Android system is trying to do, and if they're set to automatically kill apps from RAM, followed by the system opening apps again (since that's how it works), then you set up an endless cycle of kill-open-kill-open which eats up battery. Do yourself a favor -- uninstall any app that claims to "boost RAM/memory," and don't worry about apps open in RAM.
 
"Every" app should not be running.
Some apps use background services with the same name as the foreground user-app, which may get confusing.

Your reporting app might be listing all the installed apps, running or not. If it is, that is just a poorly designed app.
