Why don't my bookmarks open in chrome unless I have multiple tabs open on Samsung J3?

It seems bookmarks open in a new window instead of a new tab and I can't access it.

Welcome to Android Central! Windows and tabs are the same thing for a browser. Are you sure you're using the same browser, or could the bookmarks be opening in a different browser (e.g., Samsung Internet vs Chrome)? If you only have Chrome, tap the square with the number in it, to the right of the URL bar -- that should show you all currently open browser tabs.
