Locking a SIM to a fixed slot

Hi, I have a Galaxy Note 8 with dual SIM enabled. The one SIM is a VoIP connection, the other my mobile provider. When I make a call, I am asked which SIM I would like to use, either SIM #1 or SIM #2 . Is there any way the I can set SIM#1 to be VoIP and SIM#2 to be mobile. They keep switching positions!
