Setting up an auto message to calls from blocked numbers

I set up my Samsung S7 to block calls from private callers. With experimentation, I discovered that such a private (blocked) caller gets the following verbal message: " The line is busy". How can I change this auto message to something like this:- " Calls from private or hidden numbers are set to be blocked. Please show your number to get through".

I suspect that's a carrier-dependent feature - that is, if the phone tells the network to reject a specific call, then the network automatically plays that message. So, in short, you can't (not without installing a third-party utility like YouMail or Google Voice, both of which allow you to set up multiple voicemail greetings that play based on criteria you define - specific phone numbers, private callers, etc.)
