    Welcome to Android Central! This happens on phones that don't have a proximity sensor. On other phones, the proximity sensor would detect if the phone is up against your ear during a call, and cause the screen to turn off so that you don't accidentally press any onscreen buttons with your ear or face. Without a proximity sensor, the phone instead makes you double-tap the screen to unlock it during a call. If there's a way to turn it off, it'd probably be in the Phone app's settings.
