Is there a program that allow a computer to access the video camera using the ip, even if the phone is not in the range of the WiFi?

Yes, using mobile data. But the camera has to be accessible from the internet. Have you set that up yet?

If you have, or once you have, it may be easier for you to go to noip.com and set up a free account, and use a named address, instead of having to remember an IP address. (You get an email every month on a free account, telling you to go to their site and verify that you're still using the address, but other than that, it's completely free and it works.)

But the camera has to be visible from the internet, which usually means forwarding at least one port on your router, and possibly running some software that came with the camera.
