I have completely separate personal and work gmail accounts, but somehow all of my phone contacts on my personal phone have been moved to contacts in my work gmail account (phone numbers, not even emails). Now I don't have all of my contacts in my phone that I've always had. How did this happen? How can I fix it? and how can I keep it from happening again???

Welcome to Android Central! Select one of those contacts in the Google Contacts app and tap Menu -- is there an option to Unjoin or Unmerge contacts? It may be that at some point, you were asked if you wanted to merge duplicate contacts, and you unwittingly accepted.
