sony dsc wx350 erron internet may not be available

I have a sony dsc wx350 and am unable to connect to samsung s7 on android 8.0

You have to be running PayMemories, which is for Windows, not Android. For Android, try shooting your pictures on an SD card, then putting the SD card in the phone, or connecting it to the phone with an OTG adapter.
