If the phone shows "Enter SIM card unlock PIN", it's NOT unlocked, and Rogers is the carrier it's locked to, Rogers needs to give you the unlock code.
"SIM network PIN blocked. Enter SIM network PUK." means that you tried the wrong unlock code too many times. Entering the PUK will just allow you to enter the unlock code again. But it has to be Rogers' unlock code, since the phone is locked to Rogers (if they were the original carrier).
Contact Rogers, giving them the IMEI of the phone (dial *#06# on the phone to get it), tell them that you moved to Spain and need the unlock code.
Before you do that, though, you might check the frequencies that the phone covers, and compare that to the list of frequencies that your local (Spanish) carrier uses. (You're interested in the 2G, 4G and LTE frequencies) to see if the phone covers the frequencies your carrier uses. (Different variants of the Note 5 cover different frequencies.) If your phone is from Rogers, it covers:
2G: 850 / 900 / 1800 / 1900
4G: LTE band 1(2100), 2(1900), 3(1800), 4(1700/2100), 5(850), 7(2600), 8(900), 12(700), 17(700), 18(800), 19(800), 26(850), 28(700), 40(2300)
Have your carrier check against that. (Almost all phones are compatible for 2G - voice and text.) If the phone doesn't handle the 4G frequency they use, you won't get mobile data.
