How can i restore the settings and service that i had before the factory data reset?

My new ZTE z233vl flip phone powered by tracfone has been factory data reset. Now there is no service on it at all and customer service couldn't even unlock either or help me restore service. I had just put 50 dollar minutes card on it too.how can I restore service with just another Android cell phone

Remove your Google account. Then start setting the whole thing up again. (It's locked because of Factory Reset Protection. If it's reset with the Google account still in it, you have to remove the Google account.)
