Is it possible to have one common phone number and an app that acts like a smart switchboard to route calls received by the phone number to other phones? Additionally, it would be able to recognize calling phone numbers and route those customer numbers to the phone used by the person who handles that client’s account. Can this be done?

What you want is a rule-based ACD (Automatic Call Distribution). but you can't do that in a cellphone taking multiple calls and distributing them to other cellphones, one line (whether landline or cellphone) can handle one call at a time. You can have multiple lines handling the same number, but on a landline. On a cellphone it's still one call at a time per cellphone.

But rule-based ADCs aren't as expensive as they used to be. Contact a communications company (one that designs the setup you need and installs the equipment). The distribution part can be to outgoing lines, so that different cellphones are called, rather than calls going to different hard-wired extensions.
