Why is there a strange ringback when making an outgoing call to Android/Samsung user?

I am trying to make a call to someone with a Samsung phone. Rather than the standard rings you get before being directed to the voicemail box, I first hear several beeps (kind of like the rings when you make a Facetime call), and then more beeps at a high frequency. There seems to be a lot of static. This goes on for the same time you'd expect to hear rings when you make a phone call to a properly working device?

What could be going on? Any feedback would be appreciated.
 
Welcome to Android Central! What carrier does that person have? I think Verizon still has custom ringback tones, which is what you hear when you dial the Verizon customer.
