Is the Whone a malicious application? Does it hurt my phone if I delete it or not?

There is a notification on the phone that says this application is harmful to your phone, cancel it. what should I do ? help me please.

Which application? "Whone"? I don't recognize that app. Under what conditions is this coming up? Is it a pop-over notification covering what you're doing or is it a notification in the pull-down notification shade?
