Location off, cannot use droid finder

[Android Central Question]

Is there anyway of someone (either phone provider or android themselves, maybe police) to be able to track my phones whereabouts? It was misplaced two days ago during a family birthday party, it still rings so therefore, I know it's still on. Warranty wont cover a "lost/stolen" phone, so I am stuck paying $1000 buyout for a phone I had for 2 weeks. I;m extremely disappointed in android for not having this feature; apple has given access through icloud for users to manually turn on location services for this EXACT scenario. All I know, is I do not want to pay for a phone that is glitchy and therefore not able to be tracked. Note: I did NOT turn off my location, it is ALWAYS on.
