Requirements / settings in Android Oreo 8.0 for Location Reminders to function properly?

What are the requirements / settings in Android Oreo 8.0 for Location Reminders to function properly? I am able to set a location reminder, I ask google assistant to display the location reminder, which it does. I do this to verify that the location reminder really has been saved and exists. At this point I also note what the address is on the location reminder, which is correct also. But when I go to the location, I don't get anything triggered on my phone for the location reminder. In the google app I have task reminders set to (Make sound and pop on screen). I have set multi reminders over the past few weeks, for multi locations. Large box stores, Walmart, Target, Best buy and others. I live in a large metro area.
