Can i change the frequency of my phone

I have an unlocked At&T phone I want use it on u.s. cellular

It's not frequencies, an AT&T phone uses GSM technology, USC uses CDMA technology. It's like playing a symphony on a scalpel - it's an "instrument". Just the wrong kind. The same thing here. To an AT&T phone, a US Cellular signal sounds like noise. If you're looking for cheap, check Mint Mobile. For 2GB/month data (unlimited talk and text) if you prepay (3 months the first time, then a year at a time), it's $15/month. (And they'll send you a "trial SIM" to see if you get coverage where you need it. They're on TMobile towers.) If you need more data, they go up to 10GB/month for $25. (Or 5GB/month for $20.) Both prepaid for 3 months, then for a year.
