Data connection issues

[Android Central Question]

Hi All, I am having some data connectivity issues. I get the signal as 3G and H+ and keeps toggling, however there is no data connectivity. I can't send any whatsapp messages or receive or browse Google etc. Literally without the data connectivity. I did the APN setting as default. I removed the sim and checked in a different mobile, but there as well is the same issue. So, I think its not the device issue. I live in Uruguay and its Movistar the carrier. Pls help me out, how to sort out this problem. Thanks in advance and in anticipation of a quick resolution. Rgds...Sathish
