Take your photos of the children outside in good light. That will give you a faster shutter speed which should freeze the movement.

That's a good example of an excellent photo taken outside, the blurry hand is caused by the hand moving faster than the shutter speed.

Better light might have stopped that. If you use Open Camera, you get manual control of ISO and shutter speed, so you can set the ISO to 32000 and raise the shutter speed to as high as you can and still get a picture, and eliminate a lot of blur. (I don't think there's an app you can set just for shutter priority and use it as an automatic camera - that takes a real camera, not a cellphone.)

Yes, a faster shutter speed will freeze movment but the depth of field would suffer due to a larger apeture. The other option is to increase the film/ iso speed but you will have more grain. Extra light is the best solution to your question.

As everyone else is saying, to stop motion blur you need to increase the shutter speed of the camera. This is not special to cel phone camera as every camera has this problem. However, cel phone cameras usually do make the problem harder to fix.

If your camera app has a "sports" mode, give that a try.

Otherwise, you may need to move out of the fully auto mode and into a semi-auto mode or into manual mode.

    Suggested shutter speeds:
    walking - 1/125
young sports - 1/250 or higher
HS sports - 1/500 or higher
adult sports - 1/1000 or higher

To get these speeds you will need either more light and/or a higher ISO value.
If you are in your house, turn on more lights.
Using the flash on the camera might work for subjects 10-15 feet away.
Yes, higher ISO values may result in more digital noise. Digital noise can be fixed in post processing while motion blur cannot be fixed.

Depending on what you are photographing, not all motion blur is a bad thing. For example, the attached photo five posts above.
