You don't "get to" it. If you copy or cut something, it goes into the area of RAM set aside as "the clipboard". If you paste, what you paste is what's in the clipboard. And it only holds the last thing you copied or cut, so if you copy somethig, then copy something else, the first thing is gone. Since it's in RAM, if you restart the phone, or turn it off, what's in the clipboard is gone too.
And that's it. There's no other use or access. (Unless you install a clipboard app that keeps its own clipboard and allows you to do other things, like keep more than one thing in the clipboard.)
