Why do I have no sound I can't get to access ability to turn on sound

No sound saying it is off in accessibility but I can't not access in settings

Welcome to Android Central! Which phone? Volume control wouldn't be in Accessibility. Are you certain all volume sliders are turned up? Can you hear any sound if you use wired or Bluetooth headphones?
