how can I change the settings of my samsung phone (G920A) 7.0, to disallo

[Android Central Question]

I have an app that opens an advertisement (the same one mind you) , every 2-3 seconds (as long as I keep closing it) preventing me from things like entering searches or keying in new numbers... for instance,
i will tap the search area
[ad opens , I close it]
re-tap the search area and I am lucky get one letter typed
[ad opens , I close it]
type second letter for search
[ad opens , I close it] ad opening must have beaten me to the tap.
re-type second letter for search
[ad opens , I close it] etc...

The ad is full screen, and has an "info" button that displays the maker's name "startapp" and if you persist it displays what best I can tell is a "disclaimer" that the company startapp was employed by another to do this to your phone so don't blame them... really can't tell because the ad keeps opening as I try to read it.
I've tried Greenify, and All tools to no avail, also taped 7 times on the build to open the other menu and tried killing running processes blindly (because none of them are named anything recognizable as connected in some way.

You have to uninstall whichever app is infected with the startapp ad.
