You must allow us to delete QuickMemo

Unable to delete the app, I have to deal with notices DAILY that QuickMemo requests my permission. NO, I won't grant permissions. I want it gone. Or at least stop demanding me to say "no" daily. So user hostile, people...

Preinstalled bloatware apps that you can't uninstall are a fact of life on most phones that aren't Pixel or Nexus phones. Your best bet is to go to Settings>Appss, select the app in question, then Disable (if possible). This will prevent the app from opening into RAM, and will also prevent it from updating in the Play Store.

Go to Settings / General / Accounts & sync / Google, then find QuickMemo+ in the list and use the slider to turn off sync.

After several permission requests, it should give you the option to not ask again when you deny it.
