Can i dedicate a smartphone to camera only for a child

[Android Central Question]

I have a 9 YR old Daughter, mad about taking photos, she loves to use photo editing apps that are available on smartphones, I have no interest in giving her a functioning smartphone she is way to young.

I would purchase a camera but they do not have the features to manipulate photos like a smartphone does.

2 questions

1- How can i tie a smartphone down so it can only be used as a camera

2- does anyone know of a camera that has the on board photo manipulation capacity of a modern smartphone

love to hear from anybody that has any ideas
