I believe I accidentally disabled the google keyboard app so when I restarted my phone, the message 'tap to speak' appears.

I tried going to 'recovery mode' leading to 'no command' but the steps that had been recommended after that don't work. - the phone restarts leading back to the 'tap to speak' message.

Welcome to the forums. What phone do you have? In general Tap (or select) to speak can be found in the accessibility settings.

If it's coming up where you;d expect a keyboard, look for a tiny little keyboard icon (a little box with a few dots in it). Tap that and you'll go back to a keyboard, (With a mic key, to go back to the tap to speak input.)
