Your definition of "too weak" and the phone's definition are different. If it gets 4G except for a few dropouts, it's not "too weak". (Phones aren't ham radios. Most phone users wouldn't know how to set up a manual "switch down under these conditions" system. And wouldn't want to be bothered. Phones are designed for the masses, and the usual switch points work for most people most of the time.)
If you know how to switch down manually without too much trouble, you're ahead of 99.99% of cellphone users. So just keep manually switching.
