Factory reset Setup Wizard keeps stopping & Error 70 unable to access phone after Factory Reset

I factory reset my phone and now I cannot access without saying "Setup Wizard keeps stopping". And when I try to install my previous GAPPS or whatever it's called, I get the Error Code 70, where it says System Partition is full. Now when I plug my phone into my PC, it only charges but I obviously have to transfer the ROM I need installed and the Gapps package I prefer.

It's a OnePlus One with 8.1 Lineage OS installed before, if that helps.

Please help, I'm not really good at navigating this kind of stuff
