what if the battery voltage on phone is below 3.7 V?

When i bought new battery phone, and i use multimeter to detect the voltage, it says 3.3V. so, when i put or use it into my phone, i can't charge it. the display charge won't came up.Can u help me to solve the question and how to fix it? my phone is samsung gt P-3100

Plug the charger in for about an hour, then see if it's come up any. At that voltage, it has to be pre-charged. A few phones are capable of pre-charging. If not, return it for a refund - it's a bad battery. (Almost all external chargers can pre-charge, but these days, there are no more removable batteries.
